Oops, it belongs to here.
Well in my game Austria got a PU over Hungary and then she enacted all of the subject policies which enabled her to have 17 diplo relations. Same with Castille after the Iberian Wedding.

Hey! Thanks for reporting this bug. Yeah I have to adjust the AI handling. I was planning to add custom AI acceptance factor. I'll fix that for sure though. Apologies for the bug experience!
