I noticed that out of all the countries involved in the ww1 scenario, only austria hungary and germany suffer war exhaustion penalties.

Why is that? if its for realism, then russia should be suffering massively from those same problems if not more so.

why is this mechanic seemingly designed solely to make the central powers lose to game mechanics that only penalize them.
