NONE OF THE TEXTURES ARE WORKING
I'VE UNINSTALLED ANY MOD I CAN EVEN CONCIEVE OF, AND IT WILL NOT LOAD THE DAMN TEXTURES, WHAT AM I DOING WRONG?!

Have you tried verifying the integrity of the game files? I had this problem a year ago and it worked for me

twice i tried, didn't work. uninstalled all my mods and it still didn't work

Do you have CS:Source installed?

I've found that some maps with massive amounts of custom content broken up into multiple parts (like this one, and Reservoir) will only load properly when extracted rather than packed into a .vpk. No idea why L4D2 is like that, probably TLS related.
