isn't it the UDK(unreal development kit)? I'm pretty sure you can just download it on the tools on steam

You create maps with UDK 2013. It is no longer available for download on Steam or Unreal's website. You'll have to find it on the Rocket League Mods website. Mapping isn't simple, however. It'll take time to learn how to use the engine and create your custom maps.
