How do you have custom textures?

I'm currently watching JimJoms TV series on Rocket League modding and I can't understand how you have custom textures (or textures that I havent seen in engine) on your map when its been stated it isnt possible?

How do you do it??

Edit: I'm not talking about the custom textures you get from RL Mods website, I'm talking about the rest that come with the map when you download it from the Workshop.
