Agriculture capacity

I noticed some of my agriculture industry lots don't respect the capacity set in the XML file. In particular, it seems to be only ag lots with livestock.

For example, I set ag capacity to 25. 4x4 field lots and 4x4 ag processing lots will have 4 jobs, but the livestock lots will show 16 jobs.
