I only have one suggestion and do understand the complexity of that which is being suggested.
Port from being a startpos mod to a script mod activated through the "Mod Configuration Tool" PRIOR to choosing a game or faction which allows the choice to be loaded as the game and faction are picked with several choices such as 2+4, 2+6, 4+2, 4+4, 4+6, etc meaning simply several variant choices. This would allow for nearly universal compatibility.
My personal skills are no where near able to succeed yet at this level. I quit modding at Medieval 2 and only recently started with Warhammer 2 and even then started recovering lost mods and updating them when they are abandoned for myself to start learning.
It is a base tool like Framework and UI base tools allowing settings for a mod to allow variability.
