I would say....
Pros:

Slowly deafens enemy team's mics and chat (Communication wise)
+10 airblast force from the speakers
(^^^^^ is in case anybody trys to melee them for a free kill)

Cons:

Deafens your own team as well
-10% health on user
-20% run speed
Music gets slowly and slowly worse as the scout gets tired
