I took a look at the files. They're there. I have a theory that your Steam Client didn't fully download the model completely. It's always best to Subscribe to addons when your game is closed.
Steam treats Workshop addons like game updates. When you are already in a game, Steam can sometimes not download the addon properly. It's a weird glitch. Just turn the game off and give it a moment, then relaunch it and test it. If it's still missing, then Steam had the files corrupted.
In that case, head to your Garry's Mod addons folder, look for the
cosmo_the_seedrian_(ragdoll_+_pm_&_npcs)_1568717165.gma and delete it. Relaunch the game and let it re-download the addon.
