Stats?
Yes...
+Alt-Fire to fire a huge burst of water that removes the Mad Milk and Jarate effects on friendly players and also extinguishes friendly players and deals Critical Hits to Wet enemy players.
+Fires a stream of water that extinguishes friendly players and applies the Wet effect on enemy players.
+50% Secondary ammo on wearer.
-200% Damage to non-wet enemy players
-Can only gain ammo from removing Mad Milk and Jarate effects from friendly players.

Non-Listed stats:

No Clip.
No Reload.
Can also gain instant full ammo from being immersed in water.
The less ammo you have, the shorter the range is.
Alt-Fire doesn't consume any ammo.

Classes:
Soldier, Pyro, Scout, Engineer.

This would sort of act like the Man Melter in a way and would be more of a team weapon then an offensive weapon. It would also go great with the Neon Annihilator and give the Neon Annihilator
a bigger reach on maps then just 2fort, sawmill, etc.
It would also be great for Engineers and Pyros to spycheck, as it applies the Wet effect on enemy players, after you applied the wet effect on a spy, you could alt-fire and deal massive damage to said spy.

... i dunno if this is the best idea...

What if it did WAY less damage, but could extinguish team mates, and cause enemy Cloaks/Engineer buildings to short circuit for a second or two?

+Drown enemy when headshot for 5 secs
+Put out fire,madmilk,jarate
+90% ammo size
+50% damage to enemy buildings
+Alt-fire have 100% fire speed(like flame thrower)
-100% damage
-90% ammo clip
-90% alt-fire range(like flamethrower)

So you can be a traitor and heal non-wet enemies.

Actually, no.
Anything relating to helping your teammates was specificly mentioned saying "friendly players", not enemy players.

Should be

On hit:wets enemy for 3 sec,and slows them down for 3 sec,and gives them 15% damage vulnerability for 3 sec
On hitting a teammate:Wets for 2 sec,heals 1 HP,and gives them a 2 sec speed boost,also extinguishes burning teammates
No need for ammo
Automatic
45 shots in the "clip"
-100% damage penalty

*edit* Also you can troll your teammates making them wet in front of a enemy pyro with a neon anhihilator :v
