You make a good point, not only can the spy speak France, but in addition to his language skills, there's also a completely different guy called the engineer who happens to be a Texan. Still not convinced? Consider the fact that the Scout is from the United States. It goes without saying that these points back up the claim that tf2 would benefit from France mode. Scout is American, therefore the game needs a France mode. It just makes sense.
Still not sure what "France mode" means after reading all of this? Maybe you're just really really dumb, because the fact is, it couldn't be any simpler! Everybody knows what adding a "country mode" to a game means, and everyone knows that the fact that there's at least two american characters, and a third character that can speak French is a logical and well constructed argument in favour of those sorts of country modes. Finally, I don't think I need to tell you how all this relates to a Bob Ross cosmetic set for the Engineer. I think that's fairly obvious as well.
