Stopped Working. Here's how I fixed it. April 2023
For those who this is not working, I was able to get mine fixed. I do not know why it stopped, nor do I know how to update a mod, but I can give you the steps I took. If it works for you, great. If not, sorry.

First: I Verified Game Integrity. Sounds simple, but it's the first thing I did before moving on. I'm not sure if this is what fixed it.

Second: There are two types of games I was testing on: The Play Now option and the Create Game option.
In Play Now, the mod was actually working. It showed 999 for the Builder Charges.
In Create Game, the mod was NOT working. Here's what I did:

-In File Explorer, navigate to C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization VI\Base\Assets\Gameplay\Data and open Units.xml in a text editor (Notepad++, Notepad, Text Editor, etc.).
-Go down to line 752. It should begin with <Row UnitType="UNIT_BUILDER" Cost="50" ......
-The very last item is BuildCharges. This should say 3. Change it to 999 or whatever number you'd like. Note: The original author did 999. I do not know what will happen if you go to four digits.
-Save and Close
-Open up Civ6 and see if it works.

Hope this helps. I actually tested with 30, but after a few new Create Games, it actually did 999, so maybe I jump started the mod. Idk.

Wonder if the charge number is set to one under the game limit, and you get a bonus that adds builder charges - like the pyramids - if it could cause it to stop working

Does the builder belong to the human player only?

Do you even need the mod if you manually update the units file?
