that depends on whether u think belt items are worth more than hats, personal preferance really.
ol snaggletooth is worth about 1.5 ref averagely. Most people agree that belt items are worth more, but less visible. Around half a key is a decent price, but i would only pay a max of 2 ref for it.

Most of the price changes are due to supply and demand, it just depends on how common it ends up being before a price is found.

Because most hats are all have somewhat the same rareness, theyre 1.33. This, just like most other hat, is going to end up in that area when it IS added to the game.

Well it's entirely left to chance how many people craft, unbox, find, or purchase the item, and overall how much people want it, but 1.33 will always be where it starts.
