For those who are having the finalize button crash, I have a temporary solution.

Unsubscribe from all mods. Remove all leftover mods from steam mod folder. Remove all mods from data folder. This game has a difficult time with this for some stupid reason.

Then resubscribe to all mods (creating collections is smart). Re-download all mods. Start game

Worked for me. In truth, this same process will probably work for all manner of issues and crashes people are having.
