I've been working on a thieves run/route in UC territory and I stop by the stone camp between stout and sho-bottai. The stone camp is where it's most noticeable as there aren't any actual shops there. I've seen the slavers, nomads, bounty hunters, on top of my head(shopping). The slave shop is the only one with an actual store counter and what you end up seeing is a weird mosh-pit of npcs trying to run to the access point of the counter.
From observation, mod or vanilla, the ai can't seem to tell which building is a store and which isn't and goes ahead and checks every building thats (i'm assuming) unlocked and currently public.(in the hub i've seen the ai go shopping in the ruined buildings) From there it looks for a store counter in the building(?) as after walking in it will stand still for a moment and walk out to continue shopping.
As far as night goes, it may have to do with an npc getting locked inside the building. From my experience its usually a singular npc that gets trapped inside. I can recall at least one instance well when there wasn't anyone heading to go inside the clothing store in stout(after midnight). I pick open the door and an npc walks out. As I was cracking open the big pay-out safe people started walking in one after another. (That weird moment where everyone's asking the question what are you doing here?) I think getting caught helped fix this situation as I was able to stealth back in the shadows inside and the shop keeper relocked the building saying something along the lines of we're closed.
I may have left the door the open after picking it open. That part I don't recall as I usually close it behind him. By appearances, the main culprit is open/unlocked doors and public set buildings[/b]. Buildings may need more functional options than just private/public. Like business hours and type of functioning building/business.
