2 Possible solutions for "Missing Descriptor"

Try deleting the "mods_registry.json" in "*DRIVE*:\Users\*NAME*\Documents\Paradox Interactive\Stellaris"

or

it's for EU IV but the problem sounds very similar.

Another solution I saw is unsubscribing and resubscribing while the launcher is open.
