Report a translation problem
From my experience, the AC AI commander starts attacking when it has bought as many units as possible. The default group cost is 20 and if there's not enough starting points to spend, the AI will wait for more income so they can buy more units.
Try this as an experiment:
Set the cost of each group to 1 and the number of starting points to 200. Give it a minute or two and see if the AI attacks. Maybe untick the parachute option so units spawn instantly to speed things up.
If the AI starts moving/attacking, then the mod is working and you only need to adjust the costs/points/limits etc.
