Hello! I have a few ideas. For clarity I will be using his format:

+ 5 % Army Morale, + 15 % Minimum Autonomy, + 10 % Fort Defense, cannot be removed, disables the nobility estate, burghers get + 10 Influence.
The old swiss confederacy was a loose union of states, and frequently defeated armies much larger in size. They also removed much of the power from the nobility.

"Swiss Mercenaries"
TIER: military organisation
+ 5 % Mercenary Discipline, -20 % Mercenary Cost
Switzerland was legendary for its mercenary armies, and being a mercenary was a prominent profession.

"Federal Reforms"

- 5 % Development Cost, - 15 % Stability Cost, - 20 Maximum Absolutism
In the early 19th century switzerland underwent a period of centralisation and transitioned from an old confederacy to the more modern federal state.

Bohemia
"Bohemian Monarchy"
TIER: Power structure (Monarchy)
+ 10 % Monthly Nobility Loyalty, + 5 % Nobility Influence, - 10 Maximum Absolutism, enables election for heirs (Similar to theocracies), cannot be removed.
Bohemia's monarch was elected

Irish Minors
"Irish Clan"
TIER: Power Structure (Monarchy)
+ 25 % Heir Chance, + 1 Yearly Legitimacy, - 15 Maximum Absolutism, cannot be removed.
Ireland has a long tradition of tannistry as well as strong clan ties.

Denmark
"Kalmar union"
TIER: Power structure (Monarchy)
+ 1 Yearly prestige, + 1 Diplomatic Relations, cannot be removed as long as you have a personal union partner.
The kalmar union was, nominally, a union of states with equal rights ruled by Denmark.

Scandinavian Countries
"Baltic Fleet"
TIER: Military orgnaisation
- 10 % Naval Attrition, + 5 % Ship Durability
Scandinavian navies had a reputation of endurance and durability as well as being experienced in dealing with the hardships of the sea.

British Nations
"Merchant Fleet"
TIER: Military organisation
+ 10 % Trade power from light ships, - 15 % Light Ships Cost
The British were famous for their fleet, which allowed them to seek global domination.

The Emperor of China
"Celestial empire"
TIER: Power structure
- 25 % Government reform speed, + 1 Yearly Prestige, - 20 % Institution Spread, + 10 Maximum Asbolutism (Uses Celestial Empire mechanics)
The Celestial government represents the mandate of the celestial emperor over china. However it is slow to adapt to change.

"The Grand Secretariat"
TIER: The Administrative Cadre
- 10 % Advisor Cost, + 0.075 Yearly Corruption, - 10 % State Maintenance
The Chinese grand Secretariat was responsible for handling the chinese empire's administration and its bulky appartus ensured the good funciton of the state but it was prone to corruption

"The Offices of Maritime and Trade"
TIER: The administrative Cadre
+ 1 Diplomatic Relations, + 10 % Trade Power, + 0.10 Yearly Inflation
The office handles china's relation with the exterior - but granting them supplemental power risk driving up inflation (As was the case with the ming's collapse).

"Chinese Bureaucracy"
TIER: Bureaucracy
+ 1 Possible Advisor, - 5 % Administrative tech cost, + 5 % Core Creation Cost
The chinese bureaucracy was responsible for managing the vast tracts of land. However it limited the flexibility of the administration.

"Inward Focus"
TIER: Military oirganisation
+ 10 % Fort Defense, - 0.05 Monthly Devastation, - 1 Yearly Army tradition
The Chinese empire historically focused inmward, trading prosperity for a competent military.

"The Banners"
TIER: Military organisation (Only available to a Qing emperor of china)
+ 1 Leaders, + 2.5 % discipline, + 10 % Army Maintenance
The Qing Banners allowed them to overpower the dying Ming dynasty, and later consolidate their rule in China.

"The heavenely mandate"
TIER: Absolutism and constituionalism
+ 0.5 Yearly Absolutism, + 2 National Unrest
China was a deeply repressive and brutal regime by the the turn of the 19th century, as well as exercising absolute power. This had the effect of increasing unrest and galvanising rebels.

Ex-colonial nations
"Federalism" (republics)
TIER: Power Structure
Enables parliement, + 2 States, disables the clergy estate. Replaces the noblity's "call diet" with "grant priveleges", demand military support instead raises 1 infantry per owned province, "Raise additional levies" becomes "Conscript workers".
Most ex-colonial nations quickly adapted federalism, and switly disbanded the old regimes.

"Colonial militias"
TIER: Military organisation
+ 10 % Land force Limit Modifier, - 10 % land Maintenance, - 0.5 Yearly Professionalism
Former colonial nations often relied on poorly trained militias.

USA
"American frontier"
TIER: Regionalism.
- 10 % Culture conversion cost, + 30 Settler Growth
Unique to the united states. Represents the american expansion into the west.

Those look pretty amazing, especially the swiss and colonial ones, the kalmar and bohemian ones are also great templates.
Im a bit hesitant about the Chinese ones, yes, they are historical, but don't add choice/variety or fun for a player.

The chinese one mostly come from China being a bit "Constraining" by its gameplay, but I understand them not being extremely fun. Maybe one which disables estates and adds factions?

During Qing's conquest of China, many Ming officers surrendered with their arsenal. This specific type of Cannons were widely used later in conflicts with Ming, Russia and the Zungar khanate. They were however, expensive to maintain

Qi's reform made the weak troops of ming a professional army. Even after his death the tactics he implied were used in many battles including the Japanese invasions of Korea. However many feared his success and influence in the royal court.

A "Decanato" in Italian means a very large territorial body governed, usually, by a council of local clergymen, appointed by a Bishop of the local Bishopric

Hello some idea for france , for the reform ancien regime maybe being in tier bureaucracy and conseil du roi in growth_of_administration is more appropriate but not sure .

French Parlement

The political institutions of the Parlement in Ancien Régime France developed out of the King's Council, and consequently enjoyed ancient, customary consultative and deliberative prerogatives. They were the court of final appeal of the judicial system, and typically wielded much power over a wide range of subject matter, particularly taxation. T7 Exclusive to GER and has to be a monarchy.

Chancellor
Upon ruler corination one may choose one of 3 chancellors. Basically adds a monarch point skill to your ruler of either adm/dip/mil.

Basically something to make forming germany more satisfying based off the chancellors that prussian formed germany had that only the Kaiser could appoint and dismiss.

I think I got this idea from another mod, but not sure which.

Tier 7 exclusive reform for The Papal States

Regnum Dei

- + 1 Missionary
- + 3% Missionary strength
- + 3 Tolerance of the True faith
- + 10 Maximum Absolutism

- this government is fixed to Empire government rank (unlike Papacy which is fixed to Kingdom)

To get this government player must pass these conditions

- enacted Declare the Kingdom of God decision
- owns whole Italy region as core provincies

This government or very similar to one that was in mod I played in past. Sadly this mod isnt getting updates anymore. It added nice improvement to Papal states and made conquering Italy and declaring Kingdom of God more desirable and useful in the late game. The bonuses can be adjusted I chose these bonuses because they are roughly the same as they were in the outdated mod.

there were a handfull of generic reforms in the ME mod that were made previous to the GE mod, and have been part of the mod for a while before recently being replaced.
Its a design choice as i didn't like the rather old and outdated reforms, and felt it to be disrespectfull to start messing with the previous dev's work without permission.

The unique ME reforms are fully integrated into the mod however.

Small suggestion: Would be cool to have a reform for republics and especially revolutionary republics to reform into peasant republics - or something akin to the idea. For revolutionary republics like revolutionary France it's very well known why I'd suggest this I think, cause there you literally had protocommunist factions who wanted to go much more directly democratic and anarchic and so on. For republics the reasoning is more along the lines of they can already become monarchies and theocracies, both of which are moves towards authoritarian governmental forms, so why not have an option that is towards even less authority when we have that coded into the game already as a form. Could even have a reform for republican dictatorships.

There could be even more reforms. For instance the Grey Leagues were run communalist until Napoleon invaded Switzerland and integrated it into the Helvetic Republic, the closest to that would be peasants republic albeit those two are not the same in definition.

Hi, i have a suggestion, could monarchy's have factions? when you choose parliament the estates should be gone (well maybe leave the traders and church) and then have 3 factions, The Crown, The People(or peasants, or a more cool, real name for it) and the elite(or nobles, lords,etc..).

i kinda like the idea of factions but never get to use them since only 1 type of republic has them (if i'm not mistaken)
