I think you should remove the 'Pirate Captains can puppet city states' and 'able to buy units and buildings and other things in puppet cities', as it would just be easier for Black Bart to just conquest them than spare a captain, and not be a 'Better Venice'. But that is just me.

I'm with you, unfortunately though, if I dont give someone the ability to buy city states, the game crashes/freezes when you take the "Collective Rule" social policy (the one that normally gives you a free settler). I really didnt want to give them the ability to buy city states. I will try to find a work another way to do it, and when I do I will change it!

Is it possible that they can only buy city states that they're at war with? Just a thought.

Random Idea, but perhaps replacing the ability to Raze cities with " plundering" them generating gold and stealing a coppy of their luxury resourses, making them a bit like a Portugal/Venice Hybrid civ. This'd allow you to keep up the traiding/raiding side of Pirates, while keeping them from stealing from Venice. After all, Pirates wern't out for teritorial gains, they were out for booty.

What about adding a pirates hideout where you can go to find random, rare, or common things like treasure, units, and naval units, as well as alliances with pirate groups that would request you to steal, plunder, and other things from different countries. Quests to get maps of treasure that other pirates and countries would attack you in order to get, when you hace it in your possession difficulty increases, until you finally get the treasure or another group gets it.

If you could add something thoough to the pirates special building list, maybe a pirate haven which improves fighting ability or replaces the seaport and has better production. It's a thought but I think it would be a good replacement for it.

What about a crew for the flying dutchman with the ability to go as land (shoudlnt be as strong as flying dutchman but strong with the ability to get defeatet enemy soldiers as buildtroop) sorry for bad english im german.
