In this campaign, Empire has it's AI divided into 5 difficulty phases. It starts off as Passive for the first 15 minutes of the game and them slowly gets it's difficulty increased step by step. Timers vary, at later levels, they are set bigger, giving player more time to build-up and prepare.
Regarding the play style. As you have noticed, there are 3 other Underlords, controlled by AI at Master Difficulty. They have different personalities set and start with special native bonuses ( you will too get yours a bit later ). One is good at training ( blue ), another has stronger mana regen and research rate ( red ) and last gets traps faster ( yellow ). The level is designed in the manner where you can ''initiate'' the combat from your team mates's sides earlier either by digging or by building volcanic bridge. Your team mates will still begin attacking on their own in some time if you don't do anything. Develop strategy you will find suitable for each level by experimenting.
Now about level 1. Unlike other levels, there's only one way in and out the Empire base. This also means one way for Empire to attack you. Try to build some traps before attacking Empire, like well of souls or vortexes and fortify them garrison aura and ramparts, this will make them very durable to enemy attacks. As for attacking Empire - try doing hit and runs and luring Empire units from their home to yourself. You can use ember demons or flying beasts for this. Should things become dangerous, make sure you have the entrance area secured, you can always sell the bridge, ending the push towards yourself. Remember, you can always wall yourself off from Empire or cut off certain areas of it's dungeon with this. Simply avoid it coming like a Wave upon yourself or your team mates by constantly distracting it from all sides. The sooner you start doing this the better.
Should you drag it too long or remain too passive, Empire will start acting aggressive on it's own. It is likely go for your team mates and for you, sending it's entire army and causing chaos everywhere. Don't let this happen, divide it's attention by any means necessary.
Practice various builds and tactics, I'm sure you will find the one that works the best for your playstyle.
P.S Take note to when AI team mates / Empire AI chats. This is indicator that Empire AI is becoming stronger. Should help you understanding the timing.

Please let me know if problem persists in latest version of WFTO 2.0.8. It could be caused by dated shield removal system. I can fix that by updating that part of the system.
Regarding difficulty - there is Simple Difficulty Mode which makes campaign significantly more manageable by providing player with various bonuses as well as giving more time before Empire AI difficulty shifts.
