Kaeso Flavius and his secret.
So I managed to charm his sister into giving me info about he is worried about the fire of Rome. But where do I go from here.

The conditions are: Improve your renown quest is not active, Entlist Military Service is not active and you have more than 200 renown, also you must have a military rank and you shouldnt be imprisoned, (this conditions shall make sure that you dont know the secret to early)
the trigger fires daily, so probably you had one of those quests running and than after it finished the event fired
