As Emperor, how do you hand out land?
I went to all my advisors and wife but I can't see anyway to hand out land and my vassals are getting angry.

It is a dialog menu of one of the advisors at the palace. Been a while since I got to emperor, so don't recall the exact name.

talk with your minister, it works basically like in native, just that the option has a different name.
In native it was "I want to give a vassal a fief" (or something like that)
and here it is "I want to assign a governor to a center" (or something like that)

if your wife is the minister there will be a option " as minister i want to talk to you about the affairs of state' and normal dialogues for a minister will show up
