Civil War
I took control with the help of the Praetorian Guard, but only managed to have a little less than half of the commanders join me. Then, the Marcomanni and like half the Pictish tribes decided to declare war.. As well as the Parthians.. And then the Jews revolted.. With all this war and conflict, I currently am losing about 10k a week since nowhere provides any income.

To try and clean things up, I hunted down Legatus Secundus Valerious, the False Emperor, and took him prisoner. I've had him prisoner for about a week now, and the civil war is still going on.
Is there something I'm missing to cause this to end?

Civil war did end, it just took a delay of several weeks before the event triggered and the factions reunified.

Legatus Kaeso Flavius is your dude. Commander of the legion Praetorian Guard.

You have to build a strong relationship with him -- I did it by speaking out several times on the rumours about the emperor, and following him around to help in battles, and also doing tasks for him. One task -- which cost me a bunch of honor that I had to buy back at the temples -- was raiding one of the Germanic hofs, and giving him money from it. That built like 20 relation. My relation with him was like 60? by the time the event happened.

The event has to happen some time after the Great Fire. I talked to Kaeso, and he said he had something to tell me about.. I listened, he said he was a Christian, I told him I wouldn't tell as long as he helped me with something.. And then I marched to Rome and became Emperor.
