Creating Legions
Ive reached the Legatus rank it order to make a legion, and the barracks in a town I own, but I cant find the prompt to do so, only purchase legions

you need to go the barracks and select the option to "take a walk around the barracks" and go to the praetor, you will have the option to create a cohort and a legion.

only possible if you own the town/castle where the barracks are located though
