where do i find kaeso flavius to start the civil war in rome i look everywhere.

he is a Roman lord and travels around like every other lord in native.
Also make sure you have enough money before you start the war and make yourself friends among the Roman nobility (+90 relation). Every lord with +90 relation should join you (without any randomness), otherwise you will have a hard time.
