1. Don't think so. Tested it in Greece (Athens) for a month (game time). There was no such option. Only have the option of recruiting roman legions or auxiliary troops. So no phalanx troops there.
2. Got it now, thanks. I guess I just didn't notice someone sitting on a rock every time. I just passed by, didn't look closer lol.
3. I guess I didn't raid towns too much.
