chief minister
so i divorce my ex's wife she is my chief minister and it seem like i can't appoint my new chief minister and i marry a new one and still can't appoint her.

on divorce a temporary minister is automatically appointed.
He is called Septimus Homunculus and will spawn at your capital (and in domus augusti)
Talk with him to change minister
