You only need to use the Dev menu to raise their age. To do so reliably... i suggest using an auto-clicker, freezing time, and then tossing the auto-clicker to 1 millisecond and let it rip for about... oh idk, 10 seconds? That should do it. After that, you SHOULD have a skeleton, if that's one of the ways to get one.
Age has nothing to do with it sadly, i got a pawn to over 25 thousand years of age using the DevMenu, nothing happened.
in my games when i try a new game as a test - usually there is always a skeleton or 2, plus 1 or 2 from other mods - it is probably just a random thing, but i think there are different weightings to how often (or likely) a particular type of person will be available as a quest or trader item, so maybe some factions have weighting with this mod too?
