Just don't press anything and let the game load. There's a lot of stuff to load, since many things have been changed.

I have been boosting democracy all over the world and have cause several civil wars and flips. However when my new friends are at war with their oppressors I am unable to send volunteers or expeditionary forces even though I have done that Intervention focus event.

USA just defeated Nazi America with little help from me in the Neutral Zone, and is now lining up and justifing on taking me out next even though GGR is getting ready to invade them. So the mod is broken.

Why would the mod be broken? Germany probably didnt even justify on them, right? And the Neutral Zone owns their rightful states.. so where is the problem when the USA justifies on you?
