Drop everything (gun and ammo too) and try and put it on or drop everything but leave on a backpack. It appears the mod checks for weight/bulk of everything without accounting for the added weight/bulk capacity of the power armor. That means the heavy and bulky power armor is too much for the colonist to put it on, even if most of that weight and bulk will be eliminated with the power armor's added strength.
