Yellow barrels on the side of the road?
Is it possible to make them movable, so that the car doesn't come to an abrupt stop when I hit one?

ok so almost a month late but noclip into the admin room near spawn and press your use key (usually E) on the screen that says "Disable Wall Riders" or something like that

I mean, GMod doesn't have Softbody physics, so the best way to replicate the "Sand Barrel" thing is to make it static.
