I'm seeing some other people having this issue too, so I will just post this here.
My colonists have facial animations perfectly fine, but non-colonists and raiders don't, and are just lifeless husks. As soon as they get recruited into the colony however, they instantly gain facial animations again. The option for disabling facial animations for non-colonists doesn't seem to do anything either regardless of whether or not it is unchecked.

Any fixes?
