Highway ramp slows down when merging into free lane

If a 3 lane highway and 1 lane highway ramp merge into a 4 lane highway, how do I make the 1 lane ramp not slow down? They slow down as if they need to give way but the don't need to. Give way etc is all turned off

i found bulldozing the on-ramp and replacing it fixes it, unfortunately.
