TM:PE 11.9.1.0 STABLE (Traffic Manager: President Edition)
No police and garbage trucks
I was reworking one of my districts and after a while I discovered that crime rate and garbage in city started to rising. After trying to increase number of buildings providing those services I saw no improvement. I started checking all the buildings and it appears that both police stations and garbage collectors were not sending any cars to the city (jumping from 1 to 0 all the time).

I search for some solution and tried disabling each mod separately. After a while I found out that without TMPE all services came back to life. After letting to run the game for some time I checked in subscribing again will make it work – the answer is no.

I do not have any idea why it gets this glitch every time I load a city (even with separate save when mod was uninstalled) and I did not install any other mod lately which could cause problems with each other.
Is there any solution to recover this city to use it with mod, or the only way to use it further is to start new game and hope that this issue will not appear again?

Make sure all buildings are accessible for those services. You can use https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2454302667 combined with https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1777173984 (for jumping with camera between disconnected buildings)

First of all thank you for almost instant reply.

I have added mods which you have mentioned, loaded the save and after a while all services came back to life – without any changes to the city! To be honest I completely do not understand what happened. All service buildings were connected correctly and there was a way to each place needed.

As a matter of better explanations of the issue, services in whole city were not working not only to the reworked area.

I'm having this problem too. I added both node-checking mods and they report that everything is fine, but I'm getting the "flickering service vehicle" issue almost constantly.

Did you [or anyone] ever find a solution to this issue? I'm using the most up-to-date version of the mod, using both recommended mods by the dev listed above to "fix" it but I'm still having the issue whenever Traffic Manager is enabled... super ♥♥♥♥♥♥♥ annoying because I just designed an entire city road map before even opening the city for people to start populating it but it's completely useless without Traffic Manager to force the lane usage I made -.-

I have a handful of other mods as well but nothing is incompatible with each other. No node issues, there's road access to everything [been playing the game since release but only recently started using mods for it]. All I have to do is disable Traffic Manager and suddenly the police/hearses/fire trucks/garbage trucks/whathaveyou start spawning again just fine, with all other mods still enabled.

I don't have a single mod [or setting changed in TM] that specifically effects service vehicles, I only use TM to force lane yielding/usage at intersections.

I never did find a solution for that. I ran into it again a couple of weeks ago and I tried moving the building around and that didn't do anything. So finally I deleted it and built a new copy someplace else, and that "solved" it.

Savegame to tests would be helpful (if does not require half of available assets from the workshop to load it)

Had the same issue, but I had to remove Realistic Population Revisited 1.4.3. Didn’t think about TM:PE

I am having this issue again so I copied my savegame into the workshop. It's the only upload in my profile so it should be easy to find.

I tried running it with all mods disabled and it's still occurring. You can see it by looking at the island part of the map. There's a recycling center there that is glitching when trying to send out trucks. I noticed it when a huge part of the island started reporting too much trash buildup even though there's no apparent reason for that.

This is a particularly good example too. I've tried moving the recycling centers, destroying them and building new ones, and building new and different roads to try and provoke access, and nothing has worked.

♥♥♥♥♥♥♥♥♥ I think I figured it out - I am playing with a new design where I build superblocks and set them to "Old Town" to reduce traffic. It's based on a real city design technique and it seems to work really well.

But I accidentally set the whole city to "old town" and that seems to have trapped the waste vehicles in their home base, because when I noticed it and turned it off, they came pouring out.

I don't know if it's what's causing other people's issue, but it seems to have been the culprit in my case.

That's interesting. Anyways, we will be releasing a fix for issues with spawning/delivering cargo/industry products when buildings are connected to roads with bus lanes. That should fix a lot of issues with pathfinding and there is a chance that Old town policy also start working a bit better. Island builds are almost always problematic and require mods to restrict services to districts. It's quite old and known problem :/

Where do you change the city to old town?
