Cars ignoring lights - Green light in both ways

I'm having problems with the traffic lights, speed is at 40. using manual lights on red, not changing at all, not only in that intersection, with others too, any suggestions?

Too short segment, that's the answer. Behavior cannot be changed without rewriting that part which may cause performance issues. I suggest either increasing length of segments or reducing speed limit on those parts - you won't see much difference but vehicles should start following traffic lights.
