Truck Banning not Working for Industrial DLC

To be brief, I have a Tree Plantation and a wood plant. They used to be separated and only connected through cargo train. When I establish a road between them and ban trucks for that road, the trucks carrying raw materials ignore the ban and pass through that road. Would anybody offer some clues to solve this?

After loading a savegame change Vehicle Restriction Aggression to Strict. Lower levels only add penalty for segments/lanes but Strict completely disables lanes making them invisible for pathfinding process.
Just be careful because blocking vehicles and not providing alternative route may cause a lot of issues that will be really hard to track
