No, all updates are always linsted on the Change Notes path, Entries(titles) are controlled by Steam when I push an update. We can only add description but cannot remove or add an ently with title "Update at 15 Sep + time". There is a chance you've had older version (11.7.0.1) but update to 0.1 was really minor fix and I doubt it could change situation you described.
More like some other mod was broken and then recently got updated (you can sort your subscribed items by last update date)
