Speed limits greyed out

On certain roads my ability to change speed limits is greyed out. I've tried deleting and reading roads, but it makes no difference. Any help appreciated.

You can't change road speed limit on the roads in a pedestrian district with "Slow driving" policy enabled. If you want to change speed, disabled the policy.
