I placed an Intercity-Metro hub on a road that does not allow car access. The building comes with a few parking spots, which are getting populated despite the vehicle restriction (presumably by cims arriving by public transport). They then proceed to drive out of parking spots and get stuck in the middle of the road, cycling through "thinking of a good parking spot" and "looking for a parking spot", before finally despawning. While they're stuck, they block bus traffic for a good ten seconds each, which renders the vehicle restriction more harmful than allowing cars in there in the first place.
