Unit Requirements and potential bugs?

I'm using this mod alongside Yogi's Naval revamp mod and after building the Dutch Factory/Trade Quarters I'm finding that I can't recruit the artillery units, only the naval units and Imported Matchlock Ashigaru. Do I also need the Arsenal?
