The list I described as Mod's order is an example that I think that I am able to go empirically and avoid problems. As you know, "Add race" which uses alien frames must be under "Humanoid Alien Races 2.0" without fail.
For the same reasons, I think that it is easier to avoid trouble by placing many medical system Mod under the added race Mod. The reason is that the name of the race and the name of the body part etc may not be recognized correctly if it is read after the medical system Mod.
A patch for DE Surgeries for added races adds the patch last applied when launching the game so that DE Surgeries can apply to that race. In most cases, you probably to put the patch mod at the bottom of the Mod list (I do not think it will conflict with patches added by other Mod).
DE Surgeries can be used simultaneously with one of EPOE (Expanded Prosthetics and Organ Engineering) or RBSE (Rah's Bionics and Surgery Expansion). I recommend using "[1.0] DE Surgeries for RBSE only" when using with RBSE at the same time.
Like this mod ([1.0] DE Surgeries - Oni Race patch), patches for races, must be placed under DE Surgeries. If you put it in reverse, game may not be able to read the race name to apply the patch (if it can not be read it will either give an error or it will not apply).
i checked my mod list and it seems that most of the ordering 'seems to be in order' :)
the humanoid mod was mod number 3, and DE Surgeries was under EPOE.
actually, i posted a recent version of my modlist on the HelpTab mod page here
(it has changed slightly with the addition of genetic rim and a couple since then)

i will check again the minion mod and will ask them if they are able to support de surgeries as i think it is that which does not have the patch but i will recheck my mods as i do have some medical mods that are above race mods so i will probably need to change those a bit too
