unique buildings appear to be available to all civs; also GP text is black on dark

Playing as Palmyra, and I see e.g. Precinct of Amun Ra. Is that by design?
Also GP text is really hard to read for me, it's black on dark-blue background.

Precinct of Amun Ra is not a Unique Building, it's available to all. I've not changed any text colours from the base game....sorry that you're finding it difficult to read. I don't know how to change it to be honest.
