Can't change policy cards

Hey
It is realy great mod!
But i can't change policy cards.

Steps:
1. drag card from list
2. try to drop it in empty slot
3. nothing happends

If i double click on card it drops in empty slot.
But this method doesn't work if there is no empty slot.
So I can't change already choosen cards.

This should no longer be happening, so unless you're playing an old version, not sure why that is.
