Magnus' ability does not seem to affect the gold bonus granted by Escher's LUA. I get +4 gold max even though I have clearly getting the bonus production from several cities.

I have 77 mods including this one and civitas. Unfortunately, this mod seems to not work. It starts the game with no settlers.
