Just wondering :)
Hello Zee and thank you for the amazing work you do on your mods! I use nearly every single one of them and love the results!

I do not own the game via steam (got it free from Epic and upgraded), thus can't post a comment on the page, only start a discussion. Apologies for the inconvenience.

One thing that bothers me slightly in my games is how the AI responds to cities being captured.
Here's an example from mere hours ago:
- Portugal declared Surprise War on me. (0 griev, happy faces)
- I got two cities as "payment" for the hassle. (back to 0 grievances all around the world)
- Portugal calls world council and says "mommy look at the evil Player1, if we don't band together we'll all die! He's out of control!"
- Whole world declares war on me (except Hungary), despite having 0 grievances AND being peaceful all game long (going for Tourism), Renaissance era still.
- I'm like "wtf dude? You STARTED this war! And I just got my fair share of grievances back!"

Is this behavior moddable? As in: If PlayerX declares wars and loses up to two cities (0 grievances), no Emergencies can be called?

This is unfortunately a problem with the mechanics of the World Congress and has nothing to do with grievances. Sorry to say - this mod isn't able to help with your issue, and as far as I'm aware the mechanics of the World Congress are hard-coded. The only access modders have to it is changing the era that it appears.
