Team members not rearming.

So, me and my team got into a bit of a scuffle, so I call down a NATO supply drop, several of my men were completely out on ammo, yet they would not rearm at the supply crate when ordered. I checked, and the crate did indeed have the magazine/ammo type that their weapon uses. Am I missing something or is this a bug?
