I can't seem to figure out who these guys are, why they appeared, and how to make them stop appearing. They seem to be tied to a guy named "Captain Gao" and he knows that we can do mind reading.

The armies that spawn are between 40-100 elite troops and are really annoying to fight, and im also curious about progressing the story line.
