Well i subbed to it restarted skylines and placed some low residential buildings but the modern ones don't appear

All buildings in this pack are LEVEL 3 residential low. You can use Plop the Growables for faster builds (place them manually)

I have a question regarding this... So these are LVL3 Low Res houses. If I have a lvl2 regular house (In a district configured to use this house pack using building themes) and the house upgrades to level 3... will it automatically take this shape?
