I've been thinking about that, I just have to figure out how to raise the water level in certain area

I don't think you can do that.Instead,you'd have to do it like in Hamburg/Germany:putting the City on a Level that is in the Water,and making it appear as if the Water Levels had risen.

Maybe add some clothes/backpack mods for military areas. More weapons are cool too!

there is a patient zero but they do 90 dammage and have 3 hp
