Very nice; but...
I like it a lot; but here's some feedback.

The amount of rings spawned in the game at a time makes my PC lag like crazy. Also there is a weird texture in the waterfalls that says 'Border' with a RGB texture behind it. Some of the speedpads don't launch/propel you high/fast enough to reach other places or the other speedpads which are supposed to keep the momentum going.

I dont think the amount of rings make your computer lag because they are models(not brushes). Boostpads are designed for cars(not buggy, custom ones). And border texture... I dont know) I like messing with PS))

When I collected all the rings; the lag decreased greatly. Also the springs don't bounce high enough to reach intended ledges.

It's called having a ♥♥♥♥ computer, turn down some of your settings or get some kind of FPS booster, whatever helps.

There is a way to fix the amount of rings issue as well as reduce brush count considerably... I think. I noticed most of your props are brush made, it will perhaps help if you replace those brush-made props with model props.

Step 1. Subscribe to Sonic the Hedgehog - Misc pack, it will provide most of the items you'll need.
Step 2. Go to your Steam\steamapps\common\GarrysMod\garrysmod\addons file and find the sonic_the_hedgehog_-_misc_pack_146101487.gma file.
Step 3. Drag that file to gmad.exe located in Steam\steamapps\common\GarrysMod\bin and it should make a folder in garrysmod\addons with all the models and texture files.
Step 4. Move the files in the given folder to the right Materials and Models folder.

How I would do it...
I would create cube brushes with tools/toolsinvisible texture, make ToEntidy func_rotating and parent it with a prop_dynamic ring followed by all the trigger areas etc for making it possible to pick up rings. No physics on the rings or invisible cubes of course.
Given the Misc pack has a variety of props used in zones, you can replace your brush-made dash pads and springs with actual props which would reduce your brush count considerably. Just make them non-physical and keep the trigger zones etc.

I would also go a step further by making rings give 1 point of HEV suit power to give a sense of "collecting" when the rings disappear. At least, that's how I would do it.

I haven't touched Hammer in over a year and now the Model Browser barely works for me anymore. I was working on this adventure map but then my computer kept crashing because of my graphics card and I had to reinstall everything. I still got that map I was working on but I lost my original textures and I forgot how to set some things for it.
